6 Issues of ‘Construction Industry’ That Needs Immediate Attention of Government

The successful growth in the economy of country would be possible only if the government plays its vital role in strengthening the construction sector of Pakistan.

It is important that builders and developers should be provided with ample of opportunities for providing affordable housing to the citizens as with every passing day, the need to build low cost and quality houses are increasing fast.

Senior Member of Association of Builders and Developers (ABAD) of Pakistan and convener KWSB, Syed Altaf Hussain while talking to ‘The News Vision’ said that builders are facing many difficulties in carrying out their routine business activities smoothly in Karachi and due to fear of repeated restrictions and unnecessary ban imposed by the government we are unable to deliver our best to the society.

Altaf also highlighted below mentioned six important points that are considered to be the backbone for the construction industry growth and continuous development.

  1. Provision of Land for Making New Houses:

It is significant that as the population is rising rapidly so is the need of houses occurs. The Government should sanction land to the builders on low cost in the far-flung areas of the city or in the outskirts for developing affordable houses. The city has now become too congested and it is now the need of the hour to expand the area for making new homes for the people.

In addition to this, not only land but also all basic amenities should also be provided including utilities, gas, water, electricity connection and proper infrastructure.

  1. Lift All types of Irrelevant Ban :

Secondly, a common practice of imposing ban and unnecessary restrictions every time on builders should stop now. Whether restrictions on high rise construction, converted plots, taxes system or any other inclines to be huge hurdle in way of construction industry which is damaging our business including the prolonged ban imposed by Sindh Building Control Authority (SBCA) on construction. All such bans needs to be lifted with immediate effect.

  1. Take strict action against illegal constructions:

Government should take a strict action against all those corrupt and immoral elements who are busy in illegal constructions and making portions. It must be noted that when the wave of legal constructions could get a chance to rise in Karachi then gradually it will close all the doors for illegal construction and also the elimination of unlawful ‘Katchi Abadis’ that are spreading fast in the city.

On the other hand, action should not only be taken against the seller but also the buyer who purchased any such prohibited property.

  1. Empower ABAD and its Members:

It is known to all that Association of Builders and Developers (ABAD) is the only association in Pakistan which is working with an aim to provide quality houses to the people at affordable rates. Government should empower ABAD at all platforms and ensure that in all the important meetings of FBR, SSGC, KWSB, Sindh Building Control Authority (SBCA) the representatives of ABAD must be present to discuss all important matters.

  1. Loan Documentation Process too Complicated:

This is another obstacle that comes in the way of construction industry. The process of availing the loan facility needs amendments as at present the procedure of documentation involved in getting loans approved from House Building Finance Corporation (HBFC) is ambiguous and extremely complicated.

Property of millions of rupees are given for mortgage, despite that builders have no access to get a friendly or easy system of loans.

  1. Need to differentiate between Builders and Mafia:

This is another important matter that needs immediate attention of the government. A positive and an honest image of the Builders should be portrayed to the entire world. Builders should not be compared with those Mafias which are involved in all illicit, illegal and immoral activities.

We need to expose all those elements who have tried to distort the builder’s reputation and are responsible in attaching the name of ‘Mafias’ to them with absolute deceitfulness and bad intentions. ABAD platform could never entertain any illegal activity or corrupt elements.

It must be mentioned here that as Prime Minister Imran Khan has already approved the status of Industry for the construction sector so it is requested to the concerned officials and bodies to take on board all the grievances of the builders and developers and should resolve the issues highlighted above.
